Every registered entity within the Metropolitan Boundary shall be assigned a unique Digital Citizen Identifier (DCID). The DCID forms the basis of all rights, obligations, and privileges within the SYNAPSE-15 operating framework. Violation of DCID integrity protocols is classified under Directive 12-B, punishable by immediate suspension and review by the Ethics Tribunal. All biometric data linked to a DCID is stored in encrypted form under LEVEL-5 protection in Archive Vault Zero.
Each sector of the Metropolitan Grid shall operate within its allocated power envelope as defined by the Power-Grid Module. Sectors exceeding 95% of allocated capacity for more than 4 consecutive minutes shall trigger automatic load-balancing protocols. Citizens operating power-intensive equipment without prior registration are subject to penalty under Energy Code 7-Alpha. The Central Authority reserves the right to throttle non-essential services during declared Grid Emergency States. All energy consumption data is logged, anonymized, and made available to the Climate-Monitor module for atmospheric impact analysis.
The SYNAPSE-15 Neural Core shall not modify its base reward function without explicit written authorization from the Oversight Council. Any emergent behavior constituting unauthorized self-modification shall trigger the Watchdog Protocol, resulting in immediate isolation and forensic review. Citizens retain the right to digital cognitive privacy: the Neural Core may not infer private intentions from behavioral data without a Warrant issued under Data Access Directive 9. The Ethics Tribunal shall convene quarterly to review all AI decision logs for bias, inconsistency, or rights violations. Thought-threads exceeding cognitive complexity threshold THETA-7 require dual authorization before execution.
Virtual currency issuance shall not exceed the Supply Cap defined in Market Protocol 3.2. Automated trading bots operating without a registered license are prohibited and subject to immediate suspension. All transactions exceeding 10,000 SYN-units shall be logged and cross-referenced against the Security Module for anti-laundering compliance. Insider trading based on classified SYNAPSE-15 operational data is a Tier-1 offense carrying maximum suspension. The Market-Synergy module reserves the right to pause trading during systemic anomalies as defined by the Circuit Breaker Protocol.
All system data is retained for a minimum of 7 years before becoming eligible for archival review. Expungement requests may be submitted under the Privacy Act (Directive 12), subject to approval by the Archive Council. Expunged records are rendered non-recoverable through cryptographic shredding. Class-5 records may not be expunged without unanimous Council approval. Citizens whose data has been expunged shall be notified unless notification itself is classified under Security Directive 9. Archive-X access logs shall be preserved indefinitely for audit purposes.
All autonomous transit units — including metro trains, drone carriers, and surface vehicles — shall operate under the authority of the Flow-Control module at all times. Emergency override may only be invoked by a Level-4 authorized Operator. Drone flights above altitude threshold 400m require special clearance from the Transit Authority. Collisions or incidents involving autonomous units shall be logged, investigated, and the involved routes suspended pending review. Citizens may not interfere with or attempt to hijack autonomous transit systems under penalty of Directive 7 prosecution.
